Our View

Policy tells you the intent. Law defines the authority. Enforcement reveals the reality.

A legal text tells you what authorities are allowed to do. It does not tell you which agencies act, against which companies or goods, how often they act, or what outcomes follow. Analysis that stops at policy announcements and legal texts can therefore create a false sense of certainty and misread practical risk. WTS Institute was built around that gap between formal rules and observed practice.

WTS Institute is an independent research and data organization focused on Trade Enforcement Intelligence, with a primary focus on China.

WTS began with a broader goal: to explore public information and turn it into intelligence that can support real-world decisions.

Along the way, we worked across trade statistics, the Chinese economy, export controls, economic security, and corporate information. Through that process of experimentation, we found the strongest opportunity in understanding China’s export controls not only as a regulatory system, but through how they are actually enforced.

China’s export-control system cannot be understood from legal texts or policy announcements alone. Which customs offices act, against which companies and goods, for what types of violations, and with what outcomes? Where is the practical boundary between formal penalties and no-penalty decisions? How do policy changes appear in frontline enforcement? These questions become visible only by continuously collecting fragmented public records — including administrative enforcement cases, judicial records, corporate information, government procurement, regulatory documents, and trade data — and connecting them at the case level.

WTS Institute therefore focuses today on China’s Dual-Use Export Controls and Trade Enforcement as its core field. We verify and structure public information at the case level, and analyze how policy is translated into enforcement, corporate behavior, and trade flows.

We are not a large generalist consultancy. We choose focus instead. Rather than covering everything broadly, we continuously observe China’s Trade Enforcement and treat the accumulated case data and comparative baselines themselves as a long-term asset. That is the direction WTS Institute arrived at through experimentation and refinement.
