Policy tells you the intent. Law defines the authority. Enforcement reveals the reality. A legal text tells you what authorities are allowed to do. It does not tell you which agencies act, against which companies or goods, how often they act, or what outcomes follow. Analysis that stops at policy statements and legal texts can therefore create a false sense of certainty and misread practical risk.

The full case-level enforcement data asset is licensed for institutional use. Your organization can search, filter, compare, model and reconcile it with internal data to investigate its own questions on a continuing basis.
What the Data Asset Contains
A connected enforcement data asset — not a menu of small thematic datasets.
The public Data License covers WTS Institute’s full case-level data asset on China’s dual-use export-control enforcement. It is not presented as a theme-by-theme or destination-by-destination retail data product.
Field completeness varies by individual case and by the information made public in the underlying sources. Not every field is available for every case, and unknown is not treated as none.

Internal Institutional / Enterprise use does not normally permit resale, dataset distribution to third parties, sublicensing, publication in an open database or continuing provision to clients. Professional / Advisory, Data Integration / OEM and External Use / Redistribution Rights are structured separately according to the actual use case.

Access begins with the WTS data asset as of the agreed contract-start cutoff, with the covered fields and record scope defined.
Additional and updated records can be delivered during the contract term under agreed update frequency, scope and delivery terms.
The public Data License is not a retail model for purchasing small thematic extracts. It is an institutional agreement to use WTS Institute’s enforcement data asset as part of the organization’s analytical infrastructure.

Current Availability

The current Data License covers a case-level data asset centered on Chinese Customs administrative enforcement related to dual-use export controls and connected, where available, with judicial records, corporate attributes and ownership, procurement and inspection-capacity evidence, and source and evidence metadata.
Coverage will expand as the underlying data asset is developed and validated. Areas that are not yet built are not presented as currently available standalone products.

Institutional Data License
Commercial terms are designed around the number of legal entities and locations, update scope, internal-system integration, intended use and permitted rights.
Multi-year institutional licensing is generally expected.
Commercial terms are structured individually based on licensed entities, permitted use, integration requirements, update scope and rights. No fixed upper range is published.

Institutional Intelligence
Data access and a continuing analytical relationship are different services.
Access to the structured case-level data asset, designed primarily for analysis carried out within the client organization.
Continuing access combined with ongoing analytical support, monitoring and research engagement. Scope is designed separately for the institution.
Data License Application
Apply for an institutional data license
Institutional licenses are typically structured as six-figure USD annual engagements, with commercial terms determined individually based on licensed entities, Authorized Users, external use, AI / LLM / RAG use, data integration, update scope and other requirements.
The application asks you to identify the closest of the four licensing models above, expected user and entity scope, intended uses, preferred delivery format, update requirements, term and desired start date. Items that are not yet known may be marked as not yet determined.
AI / LLM / RAG use, persistent integration into internal databases, client-facing use, third-party provision, redistribution, OEM use and integration into commercial products or services are not automatically included in the standard Internal Institutional License. Permitted rights and pricing are defined separately according to the use case.
A 12-month term is the basic licensing unit, with multi-year agreements generally expected for ongoing institutional use. The annual-budget field in the application is indicative only and is used to help structure an appropriate commercial proposal; it does not set or lock the license fee.
After submission, WTS Institute reviews the requested scope and, where appropriate, discusses commercial terms before issuing a Master Data License Agreement (MDLA) and Order Form. Submission of the form alone does not create a license agreement.

Rights are defined by permitted use, not only by file format.
Resale, dataset distribution to third parties, sublicensing, publication in an open database and continuing client provision are not normally included.
Client-facing use, third-party provision, redistribution, resale and integration into commercial databases, platforms or services require separate External Use / Redistribution Rights.
Source traceability ≠ source replication. The license does not grant unrestricted rights to reproduce or redistribute underlying source materials; the Source Reference Package is defined by contract.
Published records can be incomplete, removed or unevenly detailed. Field completeness and evidentiary status are preserved rather than silently inferred.
