From Rules to Reality

A Research Edition does not stop at what the rule says.

Policy tells you the intent. Law defines the authority. Enforcement reveals the reality. A legal text tells you what authorities are allowed to do. It does not tell you which agencies act, against which companies or goods, how often they act, or what outcomes follow. Analysis that stops at policy statements and legal texts can therefore create a false sense of certainty and misread practical risk.

Policy → Rules → Enforcement → Companies → Trade Flows

Each Research Edition is built through source verification, deduplication, normalization, classification, evidence grading and cross-case analysis—not simple aggregation of public information.
